Security is increasingly influencing the competitiveness of global air transport:
Already today security accounts for 35 % of the operating costs of airports in Europe. At the same time competition between airports in different regions is intensifying. When it comes to labor costs and fees for passengers, security, landing rights or infrastructure, airports in the Near East enjoy significant cost advantages compared to European airports. In Frankfurt, for example, air traffic control fees per passenger account for €2.84 whereas Dubai charges only €0.31 per passenger.

These facts raise serious questions that were addressed at the 1st Public-Security Conference which took place on 27 May 2008 in Berlin. 75 conference participants from eight different countries discussed critical issues such as:
